Twentieth day of VPCI Nurses Hunger Strike!

Nurses of Vallabhbhai Patel Chest Institute (VPCI) have been on hunger strike for the Twentieth consecutive day. It is to be noted that the nurses are taking turns to sit on hunger strike for twenty-four hours each. The VPCI administration continues to resort to threats rather than productive negotiation. The nurses have resolved not to give up their struggle until a written assurance is given by the VPCI administration that the nursing staff’s pay grade is Rs 4600/-, according to which MACP and other emoluments will be henceforth calculated. It is to be noted that VPCI is an institution attached to Delhi University and its funding source is the Ministry of Health & Family Welfare (Govt. of India).

The permanent nurses of VPCI have not been paid emoluments under the Modified Assured Career Progression Scheme for Central Government Civilian Employees (MACP) since the adoption of the recommendations of Sixth Pay Commission. They also continue to be denied bonus, timely promotions, as well as special allowances such ICU allowance, OT allowance, etc. The problem of MACP etc is occurring due to the fact the institute has been recruiting staff nurses without proper sanctions from health ministry for recruitment of nursing cadre. Due to this discrepancy the sixth pay commission recommendations are not being fully implemented and things are continuing in an adhoc manner, affecting existing nurses badly. The concerns of the nurses and their decision to strike are being endorsed by the members of the women’s organization, Centre for Struggling Women (CSW) and Delhi Nurses Union (DNU). 

It is a huge discrepancy that the nurses have to fight for proper implementation of Sixth Pay Commission recommendations at a time when the recommendation of the Seventh Pay Commission are close to being implemented. Another discrepancy is the withholding of permanent recruitment of nurses in VPCI since 2006 –a practice which has been increasing the workload of the existing nursing staff and also denying ad-hoc/contract nurses secure jobs in VPCI.

The Nurses Union (VPCI Branch) have for the past three years been voicing their concerns and demanding parity with other government hospitals where nursing staff are granted MACP, etc. They grew agitated with each day when the clerical, technician and other staff of VPCI began to be granted MACP and bonus as per the recommendations of the Sixth Pay Commission. The striking nurses are challenging the decision of the VPCI administration to modify the Recruitment Rules of Delhi University in the case of other VPCI staff so as to facilitate MACP, promotions, etc. in accordance with the Sixth Pay Commission, but not that of the nurses. As long as this discrepancy with respect to the nursing staff is not immediately rectified, all the permanent nurses stand to be denied several other benefits at a later point. These include benefits like pension, etc.

The demands raised by the nurses union include:

1. Immediate introduction of MACP for nursing staff;
2. Bonus since sixth pay commission;
3.Promotions in the Nursing Section;
4. Grant of High risk allowances, (ICU and OT);
5. Qualification allowances (higher education allowances).

वीपीसीआइ की नर्सों का भूख हड़ताल बीसवें दिन भी जारी!

वीपीसीआइ की नर्सों का भूख हड़ताल बीसवें दिन भी जारी रहा| नर्सें पाली बदल-बदल कर 24घंटे की भूख हड़ताल पर बैठ रहीं हैं| वीपीसीआइ प्रशासन द्वारा नर्सों की बात सुनने के बजाय उन्हें डराया-धमकाया जा रहा है| नर्सें अपनी मांग पर कायम हैं कि उन्हें लिखित में दिया जाए कि 4600 रुपए की वेतन स्तर(पेय ग्रेड) के अनुसार MACP एवं अन्य भत्ता उन्हें दिया जाए| ज्ञात हो कि वल्लभ भाई पटेल चेस्ट अस्पताल का सम्बन्ध दिल्ली विश्वविद्यालय से है और केंद्र के मानव संसाधान विकास मंत्रालय द्वारा वित्त पोषित है|

वल्लभभाई पटेल चेस्ट इंस्टिट्यूट(वीपीसीआइ)की जो स्थाई नर्सें हैं उन्हें छट्ठे वेतन आयोग की सिफारिशों के बावजूद Modified Assured Career Progression Scheme for Central Government Civilian Employees (MACP) के तहत परिलिब्धियाँ नहीं मिली हैं| इन्हें न तो बोनस मिला है न ही ICU भत्ता या जोखिम भत्ता और इन्हें समय अनुसार पदोन्नति भी नहीं मिलती| MACP एवं अन्य भत्ता कि समस्या इसलिए आ रही है क्योंकि VPCI प्रशासन ने स्वास्थ्य विभाग के मंजूरी के बिना और उनके नियमों को उल्लंघन करते हुए नर्सों को काम पर रखा गया| इसी कारण से छठा वेतन आयोग की साफिरिशों को पूर्ण रूप से लागू नहीं किया जा रहा है| भूख हड़ताल पर बैठी नर्सों को संघर्षशील महिला केंद्र(CSW) और दिल्ली नर्स यूनियन(DNU) का समर्थन मिला|

जहाँ एक ओर सातवें वेतन आयोग कि सिफारिशों को जारी करने कि बातें हो रही हैं वहीँ नर्सों के लिए छठे वेतन आयोग के अनुसार सिफारिशों को लागू नहीं किया गया है न ही 2006 के बाद स्थायी नर्सों कि बहाली हुई है| जहाँ एक ओर लिपिक, तकनीशियन और VPCI के अन्य स्टाफों को MACP मिल चूका है वहीँ नर्सों को अभी तक MACP और बोनस छठे वेतन आयोग के अंतर्गत नहीं मिला है| हड़ताली नर्स इस बात को भी चुनौती दे रही हैं कि VPCI प्रशासन ने विश्वविद्यालय के बहाली नियमों में संशोधन किया परन्तु नर्सों के लिए ऐसा कोई संसोधन नहीं किया गया| जब तक ये विसंगति बनी रहे गी तब तक स्थायी नर्सों को विभिन्न फायदे(यहाँ तक की बाद के भी जैसे पेंशन) नहीं मिल पाएंगे|

नर्स यूनियन द्वारा उठाई गयी मांगे हैं:

1.नर्सिंग स्टाफों के लिए MACP शुरू किया जाये;
2. छठे वेतन आयोग के अनुसार बोनस दिया जाय;
3.नर्सिंग स्टाफों को पदोनात्ति दिया जाए;
4. जोखिम भत्ता दिया जाए(ICU और OT);)

5. योग्यता भत्ता(उच्च शिक्षा भत्ता) इत्यादि.
